Chronic Absenteeism: Build Relationships, Proactively Find Solutions

How Cypress School District Cultivates Trust

Kindergarten chronic absenteeism rates in Cypress Elementary School District compared to the State.

Overview

The Cypress School District (CSD) has effectively tackled the escalating issue of chronic absenteeism through a comprehensive approach that is proactive and systematic. This strategy includes several key elements:

The district emphasizes the importance of attendance by building strong connections with students and families. For example, administrators actively reach out to families of absent students, offering support and resources to address underlying issues. Teachers, counselors, and the principal track attendance daily, and if they notice warning signs, they provide personalized interventions. PTA volunteers often greet students at the school entrance, contributing to the welcoming environment. The district uses real-time systems to monitor attendance, quickly notifying parents and following up with phone calls, home visits, written correspondence, and parent meetings. Attendance is treated as a key educational concern, with a proactive problem-solving approach that strengthens trust between parents, schools, and the community.

Strong Districtwide Data Systems and Support: A “Game Changer”

CSD has implemented robust districtwide data systems and support mechanisms to enhance attendance management. By leveraging a third-party system, Attention2Attendance (A2A), to alleviate the administrative burden of attendance tracking, CSD has experienced what one administrator aptly described  as "a game changer." With data readily available, principals can focus on building relationships, greeting students as they arrive, meeting with parents during school drop off and pick up, rather than spending their time compiling data and sending compliance letters.

An example of a SchoolStatus attendance data report

Setting clear attendance goals at the highest levels of leadership is central to this approach. These goals are regularly communicated throughout the district. Equipped with comprehensive data tools and services provided by SchoolStatus (formerly A2A), educators can identify absence patterns early and intervene promptly to mitigate potential issues. Moreover, detailed data reports are provided to individual school sites, enabling staff to analyze attendance patterns and identify students at risk of chronic absenteeism. Attendance data is available and transparent and this encourages collaboration between district leaders and principals and better alignment with overarching goals, fostering a collective commitment to improving attendance rates.

As Principal Mark Holman emphasizes, accountability extends to all stakeholders, with teachers actively engaged in driving progress towards school-wide objectives which are focused on making the school environment one that makes kids want to come to school rather than focusing directly on attendance. Beyond tracking attendance,  all staff members dedicate time to establishing meaningful connections with students and parents, emphasizing the importance of regular attendance and offering support to address any barriers hindering participation.

Shifting Mindsets: From Blame to Solutions

While having a robust data system capable of early detection of attendance patterns is crucial, it remains insufficient without parallel support for parents to address the barriers they encounter. A successful problem-solving partnership necessitates a foundation of mutual respect, trust, and open communication, free of judgment. Often parents feel their parenting skills are being judged. For example, when parents receive letters or phone calls regarding their child's attendance, they may interpret it as a criticism of their parenting style. However, the intention behind these communications is to support the child's academic and personal development.

“There's always someone trying to help you figure out what you need and how we can make it better. People are listening.” - Parent, Clara J. King Elementary

In CSD, administrators, staff and teachers emphasize the importance of attendance for children's well-being and success. The role of school staff has shifted to that of a coach and partner, not a disciplinarian. The aim is to shift the narrative away from judgment and toward collaboration, emphasizing the shared goal of ensuring each child reaches their full potential. Ultimately, CSD fosters a supportive partnership between parents and educators, where mutual understanding and cooperation prevail over notions of blame or criticism.

“We're not here to point fingers or not. We're here to work together and find a solution.” - District Leader

Consistent and Focused Communication

Effective communication is pivotal to promoting attendance and community engagement. Key strategies include:

Relationships: “They Really Care.”

At CSD, positive relationships underscore an open, inclusive, and safe school environment, fostering a sense of belonging for all stakeholders. As Irene, a parent of a kindergartener student reflected, "They really care." Parents like her testify to the genuine investment and care exhibited by teachers and staff, reinforcing their confidence in the school's commitment to their child's well-being

While data systems, problem-solving strategies, and effective communication play crucial roles in promoting attendance patterns, the essence of a child's school experience lies in the school environment itself. Throughout conversations with parents district-wide, it is evident that everyone takes pride in their schools and collaborates to cultivate a positive atmosphere. Teachers and staff show genuine concern for students, greeting them by name and creating a welcoming atmosphere. This effort does not go unnoticed, as parents like Valerie emphasize the importance of parent involvement in fostering a sense of community: "So it's just like I said, it's an extended family almost. But parent involvement is always key."

Moreover, district leaders emphasize the significance of investing in the community and understanding its unique dynamics. This investment in relationships extends beyond the classroom, with initiatives such as the PTA serving as integral components of the collective effort to create a school environment where students feel valued and motivated to engage fully. In essence, CSD embodies the concept of an extended family, where everyone plays a role in shaping a nurturing and supportive environment conducive to student success.

“I got home and I told my husband I was like 'Oh my God, [the principal] knew her name.' I was like, 'It feels nice. It's not just a show.' They really are invested and they really care and love what they're doing and it shows.” - Parent, Clara J. King Elementary

Lessons Learned

The Cypress School District (CSD) has persistently tackled the challenging issue of chronic absenteeism, both pre- and post-COVID. Upon reviewing the district's efforts, the implementation of a robust data system, providing timely early warning indicators for attendance, is paramount. However, CSD understands that mere data collection is insufficient; it must be complemented by a problem-solving approach that values and empowers parents and families, ensuring they grasp the critical role of school attendance in shaping a child’s future success. Collaboratively, leadership, staff, teachers, and families recognize attendance as a crucial aspect of the educational journey, proactively addressing any negative attendance trends at their inception. Moreover, the district meticulously analyzes data and actively assists families in establishing strong attendance habits, particularly during Transitional Kindergarten (TK) and Kindergarten, recognizing that these formative years lay the foundation for enduring habits.
